No car, no license needed. Insurance is always a good idea.

This is going to be either difficult or expensive. To keep the boat in
the water anywhere near Queens, will be expensive. Even keeping it at a
boatyard on the water will be expensive. However, the alternative, to
trailer the boat, is difficult without a tow vehicle. Also, you would
still need a place to store the boat and trailer.


During cold winters, can a boat stay dock in water?



Probably, but, again, it tends to be expensive. have you thought about
renting a boat when you want to go out? Might be the easiest way.

I would say, check to see if there are any municipal boat clubs in the
area. You will have to pay some kind of a membership fee, but it will be
much more convient and cheaper than buying a vehicle, towing and storing
it (unless you have room in your driveway). Besides, most boat clubs
can be fun...you may meet new friends who can get you started safely on
your way.
