its good to learn as much as you can .. people die when boating and you
need to know what you are doing no matter what the law says. Cant help
u with local law.
Some places requires insurance some dont. It would be foolish to go
boating with no liability insurance. Only if you dont care about others
or losing your property in liability lawsuits you can skip insurance.
drivers license to get your boat to the water.
you can keep a place moored which is expensive and isnt good for the
boat, esp. in salt.
