It's easy to blame Bush. He's such a nincompoop, but flying around the
country after 9/11 or a fundraiser after Katrina, is just bad PR.
I honestly don't think the response would have been quicker no matter who
was in charge. FEMA is a bureaucracy and I remember the same complaints
about it's speed after Andrew.
