I know quite a few Japanese cars have these springs, but most American cars
dont.
I helped out on a fuel pump change in a friends 2004 Caviler, and siphoned
the fuel out with a full size garden hose.

That's because you're an idiot. 99% of boats fuel tanks are below the water
line, making it impossible to siphon.
Of course, I would only expect somebody familiar with boats to know that...
