It is not illegal for a Cuban to leave their country unless they are in
the
military or medical field. They must do their service time first. It
is,
however, very expensive for an airplane ticket out of Cuba for a lot of
the
people. There are some Cubans that do travel, for vacations, to Costa
Rica, Peru, Spain and even to Canada. A lot of these travelers have had
some money sent to them by their friends or family. My brother met a
Cuban
university professor who has travelled to Canada for a vacation. His
flight
was paid for by a university here in Canada. Also there are many of the
sales managers, for the Cuban resorts, come to Canada to give sales
pitches
to Travel Agents in this country. Their flights are paid for by the
Cuban
Government and the resorts
You have highlighted the problem very well. You can control people on an
island by making it very costly to leave that island.
