Why does him being a civilian make him more special than other civilians?

I wonder if "God" came to him in a dream and suggested he say that Chavez
needs to be murdered. But, if that was all well and righteous, why deny it
later?

It seems he's not being entirely steadfast, for a religious man.

Now, even if you don't consider him saying someone ought to kill Chavez to
be criminal, what about suggesting a kidnapping? Isn't that conspiracy to
commit a felony?

Or maybe the regular laws don't apply to friends of Bush.
