Yes, if you did not know about the tax loophole when Clinton was in office,
then you were blind. It was discussed for years before Bush took office.

My guess is the reason you didn't "hear" about it was because it was your
guy who was allowing the tax incentive. It has been a silly counter
productive tax incentive for many years before Bush became president.
Now that Bush has not overturned the tax incentive, it makes for good
political fodder.

If you really want to make improvements in our system, you need to be
just as critical when it is your guy in office.
