Maybe it needs a Pocket PC for data collection and retrieval, and the
desktop/laptop component for reports, etc! (coming from a pda software
developer...)

You can export the data as XML to any device you like...Being a PDA
developer, maybe you'd like to help on the project? :-) I haven't gotten
into PDA languages yet...
