I have a Windex on my Paceship 23 and am looking at installing a VHF
antenna (masthead). What options do I have for a successful
installation. My criteria are that the VHF is as effective as
possible and that the Windex can rotate unobstructed. I gather that I
can install the antenna so that the top of it is just under with wind
indicator, but I am unsure what that will do to the effectiveness of
VHR Rx and Tx.

You make an angle bracket out of aluminum. The arm section should project
out far enough for you to mount the antenna on it and be clear of the
tail of the windex. About a 1" or 2" wide piece should fit most, but
measure the mounting connector to be sure, Then rivet the thing at the
top of the mast.
Placing the antenna below, and next to a spar seriously reduces the
antenna sensitivity in that quadrant.
