WASHINGTON - Wrapping up his investigation into Saddam Hussein's
purported arsenal, the CIA's top weapons hunter in Iraq said his search
for weapons of mass destruction "has been exhausted" without finding
any.
Nor did he find any evidence that such weapons were shipped officially
from Iraq to Syria to be hidden before the U.S. invasion
You missed a key portion of the report:
"However ISG was unable to rule out unofficial movement of limited
WMD-related materials."
And how did they come to the conclusion that Iraq didn't "officially" ship
WMD to Syria?
Here's how: Detained Iraqi officials "uniformly denied any knowledge of
residual WMD that have been secreted to Syria," the report said.

Well that solves it then. The Iraqi Officials say that there were no
weapons sent to Syria, so I guess we just have to believe them. rolling
my eyes
What's interesting is that this report is released the same day Syria
removes it's final troops from the Bekaa Valley region of Lebanon.
Perhaps Assad was given a chance to save face. He agrees to a full,
unconditional withdrawal, and we'd suppress any evidence that he was
hiding Iraqi weapons in the Bekaa Valley region.
The Duelfer report left open the possibility that an "unofficial" transfer
of weapons took place from Iraq to Syria. Even if we find WMD in the
Bekaa Valley region of Lebanon , the Syrians can now point to the report
and claim deniability.
Bush just won a hand of high-stakes Texas Hold'em...and got the Syrians
out of Lebanon without ever firing a shot.
