Possibly,
although it is more likely that the brushes are worn and or
the brush springs are weak. I would look there first. If the commutator is
not bright and clean where wiped by the brushes, then this is almost
certainly the problem.

Wellcraft, 28 with twin inboard, 230 Mercruisers. The port engine will
not start unless one pounds on the starter with the ignition on. I have
