properly or may they need to be rebuilt or purchase rebuilt ones?

Fuel, air, ignition.

It would seem it's not a fuel problem, but just in case, use a little
carb cleaner and see if there is some crud in there or perhaps a stuck
jet or choke.

Check for air - carbs getting enough - something needs to be cleaned
perhaps. I don't know if these things have air filters or not - maybe
PCV (if they have those), etc.

Last, it's ignition. Check the spark on both engines, make sure you
have spark on all cylinders, plugs are clean, yada, yada, yada.

Other than that, I ain't got a clue.
