One of the problems with DSL service is they are selling long distance and
local telephone service with the internet service. You can take it from
there.

Somebody has stepped over the line at Comcast often enough that I have
blocked numerous IPs assigned to that ISP. It appears that some
members of the Comcast network enjoy port scanning, sending virii, and
sending trojans.
I don't think they have TOS.
One of the problems is that the cable ISPs are also usually seling their
internet customers cable TV service. You can take it from there.
