When our kids were very young we had a special type of life jacket
with a round, very large, flotation collar. We never tested it by
throwing them in but it looked like it would get the job done.

The kids hated it of course, and it did look uncomfortable.

I saw something a while back and just went searching for it but
couldn't find it. It was from a British fellow who tested child PFDs
by putting his children in them and chucking them in a pool.

One of the theories he developed about children and PFDs was that
children have higher center's of gravity than adults and will almost
always end up face down until the age of 6/7 and at least 50/60
pounds.
