asked HOW DOES a properly fitted and fastened......
You didn't ask IF is was properly fitted and fastened, etc. By the way,
sliding down jagged rip-rap rocks could certainly rip a properly fitted
and fastened life vest from a person, allowing it to "go floating
away".
'Rip rap rocks?' From whence came that? Have you been there and seen the canal?
