And based upon what experience do you render such a judgement? This is an
army at war, and from time to time the worst aspects of some of the worst
kind of people come to the fore. Thus has it been ever. So far, the total
number of troops involved in criminal and/or antisocial behavior comprises
something about one-tenth of one percent of the incountry force. I'd say
the military is doing real well in both their screening and training.


Harry is an expert on military (in which he's never served) training (which he's
never received) and the screening process (through which he couldn't get).
