The "take precautionary action until" is bureaucratic-sounding
useless twaddle is the correct answer. What do you expect
from the USCG?

I would say either A or D depending on how close & how fast the vessels
are moving. The question gives no info as to whether it would be better to
turn stbd or port, and "take precautionary action until" is
bureaucratic-sounding useless twaddle.
