Yes, courtesy flag for both countries is the National flag flown from
the starboard spreader.

The courtesy flag should be .5 inches for each foot of LOA.


Is that a US rule (or guideline)?


I think it is a guideline. John Rousmaniere has this in The Annapolis
Book of Seamanship.
