The UN sponsored "Law of the Sea Treaty" relates primarily to industrial
and commercial interests as pertains to things like mining and
commercial rights to various resoruces. While those types of issues
indirectly affect everyone, the open ended framework of the proclomation
passed by Bush a year ago (

potential to impact on virtually EVERY boater traversing American
waters...be they American or foreign.
Seriously read the proclomation.
You can joust about "intentions" and claim that the laws won't be
enforced all you want, but if you read this document and comprehend it
(it's very clearly written and unambiguous) you will note that the
American Government has given itself teh right to sieze your vessel if
they think that you are THINKING of visiting Cuba in it. In short, if
the vessel has the ability to visit Cuba, the American government has
the legal right to sieze the vessel with impunity.
Whether you INTEND to visit Cuba is not a part of the law. There is
absolutely no statement within that proclomation that indicates what
proof is required...or what constitutes a valid reason for siezing your
vessel, other than the fact that they can arbitrarily decide that you
are THINKING about visiting Cuba.
Seriously...read it for what it is. Don't embellish it with thoughts of
"intent". There are no statements indicating that INTENT must be
established, only that the vessel can be siezed if it "is susceptible of
being used" to visit cuba.

Fact is Garuda, NOTHING you have said changes the FACT that your
government has given itself the RIGHT to remove you from your vessel based
on the basis that they think that they know what you are thinking.
