Basically:
Preamble clarifies that international regs take
precedence when a racing boat meets a non-racer.
14 adds injury to a person
16.2 only applies when P is passing astern
19.1 a boat cannot hail for room to tack unless a
substantial course change is necessary
30.1,2,3 I, Z and black flags are flown as prep
flags
31.2 one turn including a tack and a gybe replaces
a 360° turn
41 certain types of outside help are legalized
42 sculling is permitted when above close-hauled
and trying to turn back to close-hauled or when
trying to reduce speed
44 two turns that include two tacks and two gybes
replaces a 720° turn
Those are the basics. There are several other
changes that pertain more to the RC.

Dave does have a nice racket going, but he has
worked for it, and it couldn't happen to a nicer
guy.
