two part polyurethane - sometimes known as LPU (polyester polyurethane) are
the best
next down are two part acrylic polyurethanes

urethanes often go over an epoxy primers as the weakest link with 2 part
urethanes is their bond.

another option is an enamel etc. tocoated/sealed with a clear 2 part
polyurethane.

2 part polys should cost $70-$110 or so per gallon - but if you buy by name
i.e. awlgrip expect to pay a lot more.
