Germany is pledging $680 million to tsunami relief. Their 2002 population
was 83 million, so that comes to over $8 per capita. That far surpasses what
the U.S. is donating: $350M through our government, $200M through private
donations, and, what, maybe $100M in military aid? $2 per person. We still
ought to be doing better.

Australia is giving $765 million in loans and grants. They're a country of
20M people.
