Perhaps you should take a look at the laws of your own state regarding
such issues. Start with AB 1014

Task Force- Prevention of Abandoned Boats - RBOC is following-up on the
provisions of AB 1014 [Canciamilla, Chapter 357, Statutes of 2003],
legislation the organization sponsored in an effort to develop
strategies to prevent recreational vessels from being abandoned and to
facilitate the ability of owners to turn in their recreational vessels
to public agencies for disposal in lieu of abandonment.



Under AB 1014, the Department of Boating and Waterways is convening,
an "abandoned vessel advisory committee" to assist in this effort.
RBOC is participating on the committee.
