Is the decrease because of a reduced crab population from over
harvesting or from dirty water?

I just received the Chesapeake Bay report for this past year. What a
mess. Soon there will be very few crabs for *anyone* in the bay, I'm
afraid. Huge areas are now considered 'dead zones'.
