repairing teak bin covers - what's that black stripe?

The black stuff between the teak strips on the presentation side is
kind of crumbly, sunken and looks more like pumice than caulking of
any sort.
I scrubbed a lot and bleached a little, orbit sanded and rubbed teak
oil and mineral spirits (what my people called paint thinner) and
then
straight oil in buckets but it is still pretty scuzzy looking and the
tiny brass nail heads I couldn't see before wasted my sandpaper. It
was humbling. It took all night to do a 14x14 chunk and I have 6
acres
to do,..
So what is the black stuff? Can I just use black 5200 or sikaflex? I
am definitely open to suggestion here.
