C is not complete enough. If it said in a close quarters situation
where the other vessel has failed to live up to its obligations
and a collision is imminent I would agree.

This is partially why I said "it could be said". The interpretation of "close
quarters" is such that one could feel that they where at the point that the
other vessel was not taking appropriate action, and proceed to take action, or
the could feel that they were in extremis.
This is a question of possible interpretation.
