Here is a good one.

BOTH INTERNATIONAL and INLAND

A vessel which is "restricted in her ability to maneuver"
under the Rules, is a vessel which is ____________."

A. mineclearing
B. engaged in fishing
C. at anchor
D. not under command.

A. definitely, but could also be B.

Shen

It cannot also be B because 'fishing' could
also mean trolling or fishing with poles. Too
broad a statement.

If it said 'fishing with nets or trawls' then it
would be correct.
