Yes, flat water, no wind, it would be OK. I once took a 40 foot,
20,000 pound sail boat into the dock at Marthas Vineyard using a
dinghy tied along side with a 2 hp Evinrude on it.

With any kind of wind or sea you would need something in the 10 to 15
hp range to make any forward progress.
