With the exception of coastal control zones (security zones and fisheries),
there seems to be a pretty concrete set of regulations between maritime
nations.

If you do a websearch on Admiralty Law, you will get a ton more stuff than you
ever wanted to know about it.

One of my direct anscestors was a Privateer, Francis Drake. He was one of those
good enough to get knighted for it.
