Don't know what its cored with, although I can do some poking around. You
might have a good point with the delaminating, I'll check it out

Is it cored? With what?
Reglassing is an option with a properly prepared surface, but I
suspect the "cracking" may be due to deterioration of the core
material. You may have delamination going on rather than stress
cracks. I would check for that first. If it is delamination, then
strengthening isn't going to do anything for you.
