This is probably most notable, in my experience, with variable pitch
props, but you can and will experience it with fixed pitch. You slow
the rpm of the prop and it tends to mess a bit with the smooth flow
of water past the rudder, reducing effectiveness until hull speed
reduces to rpm speed. (personal observation).

Some things you notice on ships, you may not notice on boats, and vice
versa. Also, these effects can vary greatly in their intensity and it's
not a "given" that it will happen to a noticeable degree in all cases at
all times. BG One of the things which makes boat/ship handling so much
fun.
