That's what I thought. I have the temporary documentation, but when I
called to obtain the permit, they say that they can't use the temp number.
I wonder if the girl on the phone knew what she was talking about.

Your broker will give you temporary documentation to operate the boat
(the same documentation that you use to insure the boat) and that is
what you use to call for the permit. That temporary documentation has
the hull ID and is notarized I believe.
