A piece of weather advice that's always proven true is "All weather is local."
Regardless of what the weather is at one place, a few miles away the wind can be
stronger or weaker. What one person gets as a gust, may hold for a longer
period just around the corner. Many is the time I've had strong winds, 25+
outside the harbor, while those inside said it was flat.
In Scotty's case, estimating 25 when it was 18 to 22 with gusts to 25 isn't too
bad. Especially when you consider there could have been a current of 2 to 3
knots that could effectively increase the apparent wind.
