Anyway to the point, it broke right at the adjusting threads,
is there a repair kit the would splice threads on the end of the rod?

Splice threads? New one on me.
cables aren't all that expensive. Just replace it.

Think
the shift shoe tensioning bolt is shimmed wrong because its too stiff.

Maybe the cable is what's too stitf?

bought the boat and the outdrive was recently rebuilt. If there isn't a kit
I'll bet I can come up with something.

Like getting a new cable? :-)
