I have straigh 40 weight oil, when running at a decent cruising speed my oil
pressure is around 60-65 is that normal or should it be a little lower?

That's the low oil pressure warning, and SHOULD sound if there is no oil
pressure and the ignition is on.

In other words, your former behavior was wrong, the current behavior is
correct. The alarm should silence when the engine is started and oil
pressure comes up.

60psi is fine for oil pressure at normal operating temperatures and RPMs.
