Do not know about your engine, but most mechanical chokes run off a choke
stove. A Thermal spring on the manifold. The thermal springs are available
at auto parts stores. The choke may just be adjusted open all the way, or
may be rusted / corroded open. Try to move by hand. May be all it takes to
free up. Then spray with some CorrosionX.

Not closing would be a problem at cold start. IF it will not close,
that
means the butterfly is wide open, and should be that way when running
WOT.
If the choke is electric and is in the closed position (can not see down
past the butterfly), then you can buy a new electric choke for most
carbs.
