Choke stuck in the open position
It's not an electric choke. It stays open all of the time even at cold
start.
It doesn't even adjust when in neutral. It just remains open. Would a new
choke fix the problem?

Not closing would be a problem at cold start. IF it will not close, that
means the butterfly is wide open, and should be that way when running WOT.
If the choke is electric and is in the closed position (can not see down
past the butterfly), then you can buy a new electric choke for most carbs.
