There is no legislation or administrative ruling that will be taking effect in
30 days.
There is a "discussion" of the general concept of mandatory PFD usage scheduled
for August 25.
Not to mention that NTSB is not regulatory body with power to create
any new regs. They can recommend changes, but the Coast Guard or
Congress would have to codify any change in either the CFRs or US
Code.
