Default Aluminium boat transom- what is inside it?

Just guessing here, but it's aluminum clad wood. On a 1996, it's
probably pressure treated, so the wood most likely isn't "bad" but
that area may be compressed by the motor clamps.

Back in the day, I always used a small piece of marine plywood or 3/4
inch piece of oak on my small open boats to clamp the motor to the
transom - you may want to try that.
