Next haulout I intend on stripping both and redoing with something better.
Any suggestions why this happens and a solution? A better paint solution?

Hi phil.
It sounds like a poor paint job, most likely poor preparation. I've used
epoxy paint for years and if put on prepared surfaces never a problem. Water
simply will not break it down.
