What is the significance of the admiralty flag?

For some reason this post showed up on Google, but
not my other newsgroup reader.

Admiralty Flag defines the nations admiraty law
that applies to your vessel. If you are US Flagged
then "US Admiralty Law" applies to you.

Would it be appropriate for a retired Air Force
officer to fly a National Ensign with yellow fringe
on a privately owned vessel?

Would it be appropriate to fly a yellow fringed
US Flag on a US documented commercial vessel?
