What do you base "racist Reagan" on? South Africa policy?

Ronald Racist
If you ever wanted to see a pathetic example of the woe-is-me
perpetual victim black mentality in action, take a look at this
Reagan-bashing ditorial from BET.
It's customary to say good things about the dead.
Ronald Reagan appointed the first woman to the Supreme Court. He
signed legislation for a national holiday honoring Martin Luther King.
He thawed relations with the Soviet Union and signed a nuclear weapons
treaty. He was warm and amiable and had a good sense of humor. He
liked horses.
Now let's talk about what he did to black people. ...
The federal budget during the Reagan years tells the tale in stark,
dollar terms. According to the Center on Budget and Policy Priorities,
as reported by the Los Angeles Times as Reagan left office in 1989,
programs that helped black America suffered greatly during his tenure.
You get the idea. Oh, that mean old racist Reagan! He slashed welfare
programs and turned his back on Black America. But, believe it or not,
the author is only telling one side of the story. A 1995 article on
poverty published by the Heritage Foundation sets the record straight.
Reagan's tax cuts and the resulting economic expansion did more to
benefit black Americans than any New Deal-style racist welfare
program.
During the Reagan era, an unprecedented period of economic growth led
to the lowest poverty rate in recent history--despite criticism at the
time that welfare programs were being cut. Even this year's good news
for families--a drop to 11.6 percent of Americans in poverty--is still
above Reagan's legacy of 10.3 percent.
One reason for this is that during the Reagan expansion of 1982-1989,
jobs grew at an average rate of 2.25 million new jobs per year. During
the business expansion of 1991 to 1994, however, the average rate has
been only 1.9 million new jobs per year.
Reagan the racist created unprecedented opportunities for black
families, but BET and the rest of the socialist black left can only
lament the lack of government freebies that he ended.
