The schools that I think of as "snooty" are the ones that are basically rich kids
clubs, and accept no Federal or state grants so they don't have to comply with

That sounds like what one commentator describes as pointing to bad behavior
to justify other bad behavior-- a favorite form of argument used when the
first bad behavior is totally indefensible on its own.
