Picked up a couple guys in a liferaft, once in the GOM... they were
bound from Mexico to Key West .... They ended up getting there Via
Panama, which was our next port of call ... no requirement to take to
the nearest or best port of their convenience if they are healthy.

I would have contacted Capt Neal. he could have sailed out from the swamp he
lives in, taken the men off the Stolt Tenacity and had them home in no time.
And he has a super special license of some sort, doesn't he?
