Absolutely wrong. It doesn't take 2 hours to create a hazard. It only
takes a careless, lazy act (or lack thereof), and a moment's inattention.

Doen't apply to me, I'm afraid. No danger in a fender on deck in conditions
described. You can create you're own rules, but please stay out of mine.
