I'm looking for some good sites for making boats (drawings, instructions

I would like to make steel boat (yacht or sail boat) about 12-16 m long.

That are two good sites to start, between them I have strong
preference for Van Den Stadt.
You may want to look at Tanton:

He designs steel boats since 35 years and his plans look better than
