Actually, I think anyone can perform the ceremony. The issue is
that it be a legal marriage at some point. For example, lots of
people renew their vows after some period of years. Anyone can
perform that kind of ceremony.

Actually got the idea from my instructor at the Maritime Institute when I
was studying for my ticket. Somebody asked if a captain could perform
marriages at sea and he said "sure, as long as you get yourself ordained
with the Universal Life Church"
By the way, note to self: don't post on newsgroups after a night of
