I might let him back in but not unless he starts posting something
worthwhile again which he hasn't now for half a year. He used
to provide some good threads but lately he has degenerated into
just another loser.

If you use Outlook Express, highlight one of Bertie's
messages, drop down the message menu, select
"block sender" and go from there.

You can't stop them from posting to the newsgroup, but you
can filter them so you don't see them. You can also complain
to their posting agent. Some places that have decent policies
in place bar more than 4 or 5 cross-posts at once.
