I believe the criteria was AGI, not "rich" or "IRS trouble."

That is rich then. ($198k after adjustments to your income)
AKA about 3 times the US median household income.
But if you have IRS trouble, they might just hold that check, even if
you otherwise qualify.

I have no knowledge the criteria included anything other than AGI.
