It had to do with pacifying the slave states.


You really should have paid attention in history. Most of the original 13
colonies practiced some form of slavery. Was the fact that 11 of the
colonies did not want to be subservient to New York and New Jersey. The
North East did not have the amount of slaves as the more southerly ones
had, as agriculture was not big there.
